How do the settings Local diploymants and Commerce mode work together? I have three questions.
1. Does the armies multipler count for all bonuses or for each bonus individually?
2. Are cities also local?
3. What happens if you don't use all gold and leave some for the next turn?

I never tried it but saw tournaments i might want to join.

Commerce + LD works like this:
- Undeployed LD units are lost forever. They transfer in number to your in-hand gold count, but you will never be able to deploy them in successive turns. So the game let's you do this, but imho it shouldn't b/c the units are lost. Compare to Reinf card below.
- Non-LD units (from # of armies captured, etc) can be deployed freely and undeployed units are carried forward into successive turns.
- Reinf cards must be spent the turn you use them, they can't be carried forward. The game will not let you Commit until you deploy these or remove the card play move.

and what about cities. do they give local armies for there bonus or are they global?

Army multiplier increases the cost of armies. LD limits the max amount of armies you can deploy. If you have 5 base income and a bonus gives +3 income, you can deploy at most 5 armies anywhere + at most 3 armies in that bonus/ turn. If you don't fully deploy, you will keep gold between turns - that is only relevant if you have a way how to spend it.

You can spend any amount of gold on cities (rises your "global cap" by 1 and gives 1 more income) or to buy armies from army multiplier (assume multiplier is 2 and your income is 3. Your LD cap will be 3, but you will need 4 gold to purchase 3 armies)

False. You can build cities with them and reach full LD cap with an army multiplier.

False. LD caps even "global" income.
