I want to use the one square per bonus territory (country) and then players choose but on a different map
None of the options seem to allow this or am I missing something

The seasonal ladder uses the following settings:

Players choose their starting positions
Random Warlords Distribution: Distribute one random territory from each bonus


If you use those settings, you should achieve the result you are looking for.
