Hi, I am playing through sengoku. I captured all of sanindo and expected a bonus army camp. However it didn't work! Any ideas why?

The bonuses on Sengoku are very unclear. Select the bonus and view all the territories in that bonus, you probably missed 1 or 2 territories.

I tried that...I am pretty sure I got them all. I'll just keep capturing and see if it makes a difference. Thanks!
