Just would like to know about the techs option" Decrease the cost of mercenaries by 15%"

Iunderstand that will apply on the mercenary camps i already have but what happens if i get a new one later.

does the decrease will also be effective on that one ?

All Mercs from all merc camps both already captured or yet to be captured will have reduced costs.

also, and even though there is no relation to it, in there a mercenary camp somewhere in north or south america in the Geopolotics map ? because i am wondering how i am supposed to finish the map considering all the high value territories still to conquer...

Can't help you with that one, I finish Geo a long time ago, and the map has been regenerated a number of times over since then, so everything has changed. You need someone who started it since the last version upgrade to opine on that.
