Looks like he tried to get both of his accounts on the same team, but failed to do so...

This is a clear example of abusing alts, so you should report both the accounts.

EDIT: but given the fact that they are both high level, they might be rl friends as well, but still cheating, so report anyway

"weak" cheating? looks like strong cheating to me

report for sure, hopefully they get a suspension

It really shows they're poor skilled players when they think they need to gift 21 armies to ensure victory instead of simply surrendering and making it 2v1 from the start.

Surrendering in turn 1 also would have made the cheating a lot less obvious, but I guess its a good thing they exposed themselves now....
