Yes they do, the max level fluctuates between the different army camps, income ends on the same amount. Mines have a max of 20, but I don't know if this is different on other maps.
(According to old-town, 5.04)

I never managed to max out an army camp, I tried on the previous level, far land, and got to 33 before the level finished, right now my highest is 25 and still upgradable. Mines stop at 20 thus far still yes.

Same ... do army camps have max levels? I've upgraded the crap out of a lot of them and never hit a ceiling, to the point where the next upgrade was measured in R (-KMBTPZYR).
