Looks like you're confusing some concepts in Warzone:
- A Map is an SVG image describing the positioning of territories and decorations.
- A Template is a set of settings that describe exactly the how the game will behave, players, and the map it will be played on.
- There are also Single-Player Templates, not to be confused with Levels.
- A Level is similar to a Single-Player Template, but it's more than just a template. It is created from the "My Levels" section (instead of "Custom Game"), and when published it will appear on the Community Levels section and statistics will be compiled. There is also a set of levels on the main single-player page.
Levels with mods cannot be published. Templates can have mods.
