All I can say - you should have reported the scammer to the police a long time ago. Even if you didn't yet, you should do it asap, cause this case, while to you is partially funny, next tenants may not be that lucky. Even if you don't go to court, a police record of a tax avoidance and money extortion on this landlord may help any future victims. Furthermore - depending on how much spare time you have - suing him and taking back what you paid so far for lawyers and to the landlord himself is a thing worth considering. Informing the guild of lawyers or the police about the lawyer even if he commited a felony by taking a client with a conflict of interest (cause the conflict of interest began not with the continuation to work with you, but with being hired by your opponent and is borderline unethical) depends on many factors - 1) was it against the law 2) what was the nature of your contacts - was it just consulting, or was he supposed to be your defeder etc. plus what are the possible outcomes - for the lawyer and for you.. in some countries lawyers are a very solidary group which defends their fellow lawyers even when it's very inapropriate.. you could have ended up blacklisted for future cases...

I don't know how other countries work but my experience in the USA, is that the police will do nothing as they consider it wholly a civil matter. There are departments to inspect and attempt to enforce housing codes and regulations but they are generally understaffed and very under powered. The one time contacting a housing authority helped the apartment building fixed the issue and didn't raise my rent the previous time I contacted them years earlier the apartment building fixed the issue but then raised my rent 10% the next month, and another 15% a few months later forcing me to leave, I was on a month to month lease so they could raise the price every 60 days.

Looking forward to how this plays out. Farah, you need to sue his ass off. Plus the money paid to you for damages caused (your time, unlawful harassment from debt collectors, money cheated from imaginary water/gas bills) will probably be enough to buy your own house.
