I'd like to create a game that has full automatic distribution but exclude a few territories from that distribution pool. Right now it seems my only option is to create a custom scenario and manually randomize each players starting locations. Suggestions?

If you want to exclude random territories add wastelands with size of neutrals.

You could also look to see if the map has distribution modes that will do what you want (probably not, but it's worth a shot)

if you are only excluding a few you could try starting and then vote to end if the allocation has a disallowed square

Make a mod? Easy to have whatever auto dist that way.
