I am on a android app and cannot see where the chat settings should be set
Could someone please point me in that direction of where to set them
Or maybe it is not possible in app ?

As far as I know there are no settings for chat, not on Android and not on the web. Could you elaborate on the settings you are looking for?

I thought it was possible to disable team chat and maybe public chat

That is not possible, you can only enanble/disable private messaging in games when you are creating the game
