I imagine size is a big reason for this. A city-state would be much easier to manage then a whole superpower.

Multiethnic republics and Empires are both notoriously unstable. Hong Kong apparently has politicians who grasp the challenge of managing a multiethnic republic. The American media and politicians on the other hand, enthusiastically promote ethnic conflict among other moral panics to keep the population under perpetual crisis mode. At least China for all its repression of Christians and political dissenters allows its population a sigh of relief every once in a while.
