And not from number of territories owned too? This defeats the point of Risk, the entire game is easily determined after the first round and there's nothing left to do.

You can add "x" number of armies per "x" number of territories when creating a game, it's just not standard, but there are templates that use the setting.

You also have base income, which on small maps especially in the beginning if used well can be enough to break a bonus; on bigger maps can be used to grab income elsewhere.

You are obviously referring to the Small Earth map and I can see your problem, that makes games quite lame from time to time indeed.

But WarLight is not just Small Earth: In fact, pretty much no strategic players play this map for reasons like the one you named. You should try strategic templates of WarLight like Modified Medium Earth, which is the standard template. You will experience that those have many more points than a board game like classical risk could ever have.
