Why don’t you start it, so we can see how balanced it is?
You’ll have to get a few more players, though, and make it a practice game.

1st: Settings-View Custom Scenario... you dont need to start it to see it
2nd: you cant balance a game when it is an FFA like it says.

Go to singleplayer. At the bottom of levels, select the custom level option and use a multiplayer template.
