If you are playing a great power, it means you have a lot of power you can throw around. However, it also means you have a responsibility not to be booted.

To minimise the risk of players from getting booted, open seat prerequisites should be set, particularly the maximum boot percentage. If it was set to 5-15%, this should be fine. Wouldn't recommend under 5% because the game would take a lot longer to fill.
