Just chill, delaying games doesn't give him any more income. He may be busy, he may be just like gnuffone. Either way, if you've won, you've won. Think of it as extra time to plan strategy.

There's the possibility that he only plays warlight once every 2-3 days...

Some people are slow, there's nothing you can do about it for the ladder and tournament games as you have to accept, or be force-joined. Otherwise just be careful which games you join. Games with lower autoboots can be created.
I used to have the same frustration as you, however when I starte making and playing mostly multi-day games my perspective changed. Some people (like myself and possibly Richard) prefer to play in bursts, going down our games list whenever we can, and starting by taking our turns where the boot is near.
He most likely is not stalling the game on purpose, but rather taking his most urgently needed turns first.
Often I cannot get through my entire games list due to whatever reason (being busy, being overwhelmed, lost interest in WL or certain settings).
A solution would be to (if you can) ignore it. If you can't, distract yourself with *other* multi-day games. You can increase the amount of simultaneous ladder games you are playing so that each time you check Warlight you should have a game waiting for you to play in. Whether it be against Richard or somebody else.
Of course he might just be stalling to manipulate the ladder (which the very top players do to increase their ranks), but if I remember correctly Richard wasn't skillful enough to have a need to bother doing this.
