I've never noticed this before... but, I am now prohibited from putting in extra picks.

For example, using Strategic 1v1 template, I can only put in 6 picks. Clicking for a 7th yields no results.

Is this a new thing?

Yes. It was added to unity and done through a server update (so it affects Flash too).
You can no longer make 'extra' picks that don't have any (real) use.
