I am afraid to say this but the rules are sort of more like guidelines, because I think too many rules or specifically making declaring war mandatory or introducing PEs disrupt role play and cause was too much frustration and arguing, however if everyone simultaneously decides to surprise attack than the game will become a shapeless melee. SO its kind of a dilemma. My hope is that people will take it upon themselves to punish sneaky or warmongering players just like respectable nations punish pirates and the like, that would avoid arguing and meld nicely with role play. In my original game the Fire Nation and Ba Sing Se were also superpowers, but Ba Sing Se was slightly weaker and all of the other nations didn't have capitals worth 50 so they were tiny and I thought the game would work well as long as the slots were filled by reasonable, respectful people, but alas Ba Sing Se was held by a guy who just wanted endless WAR so you can probably assume what happened... What are your thoughts on how to make the game run well, avoiding arguing and angry conflicts and also encourage accurate and fun role play?
