Or just use multiple airlift cards?
It seems like the same, but it isnt. Lets take for example the map of Big US. If you have left overs of 2, 3 or 4 armies over 5 big states, you wont be able to regroup all those troops in the game, and if you can, it could take several turns. May be all those troops seems insignificant, but it could be like 300-400 or more if they are many. Those armies could be the difference between winning and loosing. With my idea, you can airlift all those with a few cards, taking the whole state to one point. Otherwise, you just wont airlift those if they are less than 10 armies. It would be a waste of resources.
But that isnt all. When you finish with one enemy you will probably face another enemy far from the first one. So your armies that you deploy in 10 front territories you wont be able to lift them all if you only have like 2 or 3 airlifts (could be like 20-50 or more territory fronts that you have deployed your armies). In that case, you will airlift the territories that have more, but nothing else. With my idea, you can give almost all those armies in one point if you want with a few airlifts.
This is for using more efficiently the card and the time. Imagine how much time you spend using like 10 or more airlift in a big game. And witht the cards, there are games when you only have 1 airlift every 3 or more turns, or a limited number of airlifts.
