You can bypass it by just inviting a dead account, then you will still determine when the game starts.

It shouldn't be allowed. Too many people would game the system to earn boot victories.
If you are too concerned about the quality (or lack thereof) of your opposition, you should take advantage of the open seat prerequisites.

Is that a serious question?
A multi-day game typically has a 3-day boot time. A real-time game typically has a ~5 minute boot time. It's much easier to delay the start of a RT game in hopes of your opponent missing the 5 minute window than it is for a 3-day MD window.

Not fair/polite to make the other people wait though either. Have higher banked boot times, particularly on the first turn. That should mostly resolve your issue.

It does nothing to reduce the potential for misuse by people looking for cheap wins via boot. There is a reason it was taken away in the first place.
I fail to see why a higher banked boot for turn 1 wouldn't solve your problem. Or why you can't juggle two games for a short duration.

Your setting doesn't change the initial problem.
Creator makes RT game with short boot time, gets opponent, then waits 20+ minutes to start game. Opponent no longer present, win by cheap boot.
Can only be done with delayed game start.

Unranked ladder with faster update.
Pretty much like a queue lobby system (Starcraft and other big multiplayer games).
