I'm not "advertising" anyone to be your HoS, Conservative. But my clan has a paragraph in the bio which says:

Players from different clans are encouraged to participate in ILLUMINATI▲'s clan chat to discuss strategy and play games. PM Great Expanse to be added.

So I'd recommend that you take this option rather than recruit an unheard of player to be your HoS, because already clanned players are generally more reliable than non-clanned players.

I want someone to head strategy so they can make games, give helpful suggestions, and help me with getting players for leagues.

Figured. If y'all can't find anybody, you could start encouraging them to join IPL so they at least have a steady flow of games on strategic templates to learn from.

IME, that's near-impossible. CORP still hasn't picked up a top-10 player yet (and has maybe a few top 25-50 players) but the closest they/we ever got was Pink, who was too unconventional to be our personal strategic messiah. Just had to settle for a good bit of hard work from players that were ranked top 50-250 (mostly BigMeck) to propel people forwards.

It's hard to attract a really good player because they have better options- like joining other clans that exclusively accept really good players (that generally deliver way more value than clans that are just starting to get involved in strategy).

I'd say your best bet is to first find a system that's going to get your players really involved in games, then find out who (among your own stock) stands out, and try and recruit good players you stumble across in chance encounters (BigMeck joined CORP after a 1v3 win; Chancho joined CORP after a 1v1 tournament; Pink joined after a forum discussion). Otherwise you're working on too narrow a problem to ever find a good solution.
