Spike -- the turns start when both players mvoe or pick -- they don't go by who moved or picked first the prior move (and that still wouldn't address the situation where nobody picks).
T's answer has the virtue of actually being an answer. Another would be to have two AIs battle it out with random starts (same result but more amusing).

That doesn't matter, since a turn starts at the same time for everyone, regardless of when their last orders were submitted. Very good question, though, what does happen? Was Troll joking or does that really happen? My best guess would be that neither player will be auto-booted, but then whoever submits first gets the win (the auto-boot kicks in immediately after the orders are submitted).

Then we wouldn't fix the problem of games stalling out in toournaments when neither player moves. I'd rather have it be random then stalling out (at least in tournaments, in reguklar games that woudl be a good solution.

Can't believe crafty didn't post the rsults of our controlled experiment. It is RANDOM! We both let it autoboot us at the same time and I, of course, won.
It's very debateable if that should be the solution (in a non-tournament game), but that's what we got right now.
Maybe it should prioritize members over non-members - ties go to the member. Another incentive to join up.

i couldnt figure it out. me and my friend were playing 5 min auto boot and decided to continue later so we didnt move. the game was over when we returned and i was the winner and for some reason he was booted (he was pissed since he was beating me). i was thinking maybe its whoever created the game since i created it and won. is that possible?

I think random makes sense for tournaments and the ladder (or at least more sense than anything else I can think of). I wouldn't want to see members get preference over non-members. I like that we get some nice perks and additional options as members, but I don't think we should have any advantages that can have a direct effect on winning a game.
For non tournament/ladder games, maybe what I mentioned earlier should be implemented? Neither player is immediately auto-booted. Whoever submits orders first wins as their opponent is auto-booted.

Why not both players win? -- why not cancel the game as if it were a vote to end (my preferred option)?
The random option only works for tournaments. In a tournament, how about it awards a "bye" to the player who's active closest to the time the clock runs out, on the theory that they haven't left WL causing the tournament to stall and will be more likely to play the next game.
