If that was the scenario, then there would be quite a few people furious over the genocide. Also, many liberals would fight conservatives, and vice versa.
There would be war, and the government would not last long before revolution occurred.
If the Catholic Church was the state church, then it would have another schism.
Also, different nationalities would grab for power (Canadians, Americans, etc.)

if by some accident the earth ever came to be ruled as one nation, it would be splintered into many competing factions, the primary difference in behavior being that they might just backstab eachother silently, as opposed to expressing open hatred.

tribalism is an innate human trait, and would be largely impossible to remove.
