The game is played as normal Warlight 1v1, but you cannot deploy armies in any territory adjacent to a territory held by your opponent.

Is there an option that I can select to make a game like this, or is this something not available for everyone?

You make a regular game, but get everyone to agree to play with these rules. It's sort of like a diplo or any other irregular gametype

Yeah, unfortunatly there's no current way to enforce rules, you have to just play under the agreement of playing this way :)
