Goals: Come Up with a set of rules a large majority of people agree with.
Get it put up on the Wiki.

I RECOGNIZE THAT MOST DIPLOMACY GAMES ARE DIFFERENT, THUS THERE ARE SEVERAL PARTS THAT TALK ABOUT CHANGING THE RULES FOR YOUR GAME.

Why this topic? I have seen a number of confused new people entering diplomacy games clueless because all it says is Standard diplo rules. I want to make a rule set that people can agree on so people don´t get confused by slightly different rules. Having an Official Rule Set would make it so only rules specific to that game and a link to the Wiki Page would be needed in the description. Below is the rule set. It is long so that it covers most loopholes.

Diplomacy Rules

The Rules CANNOT be changed after the game starts.

NOTICE: Any proposals must be agreed to by both parties before they go into effect.
NOTICE: Any part of this is easily adjustable from game to game. Simply state above what you want to change.

Declaring Full War
You, or your alliance if you are in one, declare war targeting a player, or if that player is in an alliance, their alliance. You declare war on turn X and can attack on turn X+1. Any war MUST be stated in PUBLIC chat. You have to break alliances to declare war on an ally. You break the alliance on turn W. On turn W+1 you can declare war. You can remain neutral or choose a side if two alliances you are in go to war. A declaration must include the words "declare", "war", and the name of the player or nation you wish
to declare war on.

Joining a War as a 3rd Party
You can join a War as a 3rd party (AKA Free For All War). It puts you/your alliance as another faction in the war. All normal steps for declaring a Full War are required.

War for Objectives
You may start a war for something, be it a bonus or a single territory, or multiple. Once the war is over players either declare peace, or keep fighting ONLY over the objective. Players at war for Objectives may declare Full War with each other.

Personal War
You can declare war separately from your Alliance. Members of your alliance cannot be involved in this war without Declaring Full War as well.

Surrendering
Surrendering a War with Objectives means that you transfer all units possible out of the objective and state on public chat that you surrender the objective, and peace ensues immediately.

Ending War
War ends with a statement agreed to by ALL parties involved. This may include a demands as a ¨Peace Offering¨. After Ending War the Involved parties cannot Declare War on or attack each other for 5 turns.

Alliance
A single alliance can NEVER consist of a number of greater than a quarter of the players currently in the game. Each Alliance MUST have a distinct name. Alliances require a majority vote to Declare War.

Leaving/Removing Players from an Alliance
By a Vote, an Alliance may remove a player from an alliance. A player may leave an alliance at any time. If the current number of players drops and the Alliance is breaking the Number of Players in an Alliance rule, then as soon as possible a player(s) must be voted out of the alliance.

Head of the Alliance
Who it is must be stated in PUBLIC chat. The Head makes all public statements (Declare War, New Alliance Members, etc.), for an alliance.

Booting
If/When a player is booted, any players in their alliance may claim a piece of the territory that player owned. All claims must be respected, and no players that weren´t that players allies can take that land. Claims may be debated among their Alliance. No allies results in a FFA for that land.

Public Enemy
ONLY I can declare Public Enemies (PE). You will be named PE if you break any of the above rules. The PE is INSTANTLY at war with ALL other players. Assisting this player will result in also being named PE. If a territory was neutral and two players attacked it in the same turn, then there is no PE created. Any disputes will be solved by me.


In Some Games These are not grouped. Some games will have 1 or more of these.


Chat Etiquette
Spamming or being excessively rude will result in being named PE

Slow Play
Consistent slow play will get you named PE or Booted after being given a warning.

Public enemies can be unnamed public enemy by the person wronged

Alliances cannot have a number of players equal to or greater than half the current number of players.

Players with borders touching the PE are removed from their wars until the PE is dead or no longer PE. (You may have to declare again depending on the game)

Some games will require you to choose a side if two alliances you are in go to war.

Some games will require you to remain neutral if two alliances you are in go to war.

You cannot declare war until turn X.

I believe it is stated several times that not all diplos are the same, A Talking Fan. However, I will make it even more abundantly clear.
CA, This thread was not meant to advertise games, unless it was a game being played with those rules.

And as a Grammar Nazi, Dipole makes almost no sense in that sentence. Dipole is a substance with equally and oppositely charged poles. I believe you meant diplo or diploe, abbreviated forms of Diplomacy in Warlight Slang.
