The strategic RPers can still join any of the many leagues that are already run... I have a feeling that even if the strategic league was created, it would be a logistical nightmare and shut down within 3 seasons.
About RP clans being more supportive of their strategic members: Absolutely I think they should. If you want a reason why, look at the old USW clan. That clan was very much an RP clan, but Bossss managed to get #1 on the 1v1 ladder multiple times. However, eventually, conversation in the clan forums dwindled until it was pretty much just pip gk, Dr Skullex, and Skylimit chiming in on every conversation, while other players like me would respond once in a while. After a while, SkyLimit appeared to become inactive. Then, pip gk left the clan, and if I remember right, he said he left
to work on his strategic play, as he felt like USW wasn't providing anything in that aspect (he was completely right). After he left, with SkyLimit inactive, the clan forums became a desolate wasteland. No one talked on the forums, because there was nothing to talk about. Keep in mind that this clan had 60 some members at the time. Slowly, Skullex began to stop posting, then there were a few threads meant to gauge who was inactive, each of which had fewer than 10 responses iirc. The clan that had once been 5th in total points had become practically nothing. I left for the Ohms eventually because USW had literally nothing to offer, and I've enjoyed my time here so far. What's the moral of this story? The most dedicated players in your clan often develop an interest in competitive, strategic play. If you don't provide that at all, they might leave, and when your most dedicated players leave, it can send the entire clan crashing down with it. Skylimit was only inactive for around 6-8 months, but after pip left, the clan was done.

The fall of this clan, which once was around 5th on the clan list, was almost entirely because of the lack of Strategic development offered, and the fact that the clan leader stopped forcing activity by making tournaments and posting on the forums. SkyLimit was so confident in the clan, he made us a website, which I can't remember atm. Provide Strategic development options for your players, or it could be the end for your clan.
