Simple. Everybody had on clothes that were't suitable for the school dress code on their bodies. They could have just gotten back from swimming. The elderly couple saw this and decided to call the school because that is what elderly couples do.

Here's another that could work. March 20, a Sunday, was the day the students went to celebrate mother's day. March 21 is Mother's day. So, the students decided to go to the childless couple who runs the Miller Shop and spend time with Mrs Miller for a couple of hours. During their time there, one of the students rips their uniform accidentally. They all go back to school the day after, and Mr Ingel, Ms Miller's brother saw all this, and wanted to personally thank the students involved, even if it meant truancy, and wanted to offer the student who ripped his uniform a new uniform.

would be interesting though if there was no mothers day involved, and the student made a band aid out of his uniform for a person that slipped and cut their arm badly.. Still the person could have informed the school wanting to find and thank the kid..

The kid stole something from the general store.

There was a school club/group that gathered there, so everyone would know WHO was there on march 20, so there is no point in lying about not being there.

That doesn't mean that student X would need to fess up. One person from the group may have stolen items, or maybe all of them did. If only one person stole items, it is possible that he may have been noticed, but then why would a student (assuming it was a fellow student who snitched) go to the school and tell the principal rather than the police? Or maybe said student did tell the police and they are there at school, but why would the cops not wait and go to the suspect's house, keeping it professional and private? There is nothing expensive at a general store, all the more reason the police would not be in a rush to catch the culprit. Plus, if the snitch knew who stole the item, the announcer would have stated their name.
If everybody was involved in the theft, then none of them would want to be caught.

It is likely that the announcer/police do not know anything about student X, except that he/she/they go to this school. So why ask a suspect to meet you? If I were the suspect and heard the announcement, I would think, "Yes! They don't know I did it, yet!"

How did Mr. Ingel see all of this? Was he skipping school, as well?

In all seriousness, this isn't a bad theory, but why would Mr. Ingel wait until after school hours to give a student a new uniform? And if he had known about all this, why not call the students by name?

Mr Ingel is not affiliated with the school, but he happened to be driving by and parked near the shop and watched for a bit, went some errands, then came back and saw the other student tearing his uniform. He goes to his school since his school presumably rations the uniforms to tell them about this, and he also wanted to personally thank the student.

It is unlikely, but if he would have ties with the school to the extent that everybody in the community knows who he is, then maybe. But how would he know the students stayed after school? It would be a much better idea to wait until school hours, to ensure that everybody he saw at the store was at school.

It is a good theory for one minute.
