Italy was interested in getting Libya from the declining Ottoman Empire for a long time. And In 1911, it would finally begin. Italian King, Victor Emmanuel III, has announced that Libya would become a new Italian colony, and an ultimatum to the Ottomans was presented to give the region under Italian administration. Libya, being the last main outpost of Ottomans in Africa, was not to be just given up. So Sultan Mehmed V refused to submit to Italian demands.
