There are 2 ways how to conquere a 2 troops neutral territory. 1) Attack it with 3 troops 2) Attack it with 1 troop from territory A and then with 2 troops from territory B The 1st way is better, however, there are at least 2 examples when you might concider using the 2nd way. a) In the distribution, you start with 4 or 5 movable armies insteed of 3 b) You border one neutral territory with 2 your territories, each with 1 movable army and you desparately need to deploy as many armies as possible elsewhere. Keep in mind that the 2nd way costs you 1 extra army (the territory which you want to conquere will end up with only 1 army on in insteed of 2), so it should be used only if necessary!
