I want to put the spain flag in a map i'm currently making. Is there anyway I can download the image, insert it in the SVG file and make it be visible when I upload the map?

Save the map of Spain, then, in Inkscape, File -> import -> embed image.

Ah there's a misunderstanding here. Do I have to draw the paths or I can make the Image to be shown by it's self?

Import image -> select object -> Path -> Trace Bitmap (Shift+Alt+B) -> if you want exactly the same image: Colors + uncheck Smooth.

Be careful though, its gonna take lots of space.

Warlight only renders vectors, not bitmaps. Thus you should look up the images you want in your map in svg format (there's an option for that on google images). Alternatively, Inkscape has a tool to convert bitmaps to path (called "trace bitmap") with settings you can play with, but those do take up a lot of space on your map file.
