Could it be a monthly vote ? If it is a perpetual full-time moderation, there is always some people that will leave without warning. Replacing moderators is a complicated process.

I said 5-7, assuming the people were simply loyal website users who were REVIEWED BY FIZZER/MERCER. NOT VOTED, Voting is an incredibly easy way for people unfit for the position, but capable of buying votes and/or using clan support to win things. I think most of us wouldn't make it, simply because we're so annoying. If we had Mods, I want damn well to be sure they're good.
You are all moderators. If you see something against the rules, you should report it using the Report button on their profile.
WarLight also has actual moderators that review reports. Every report gets looked at. However, moderators can't do anything when something isn't against the rules. If you see a post that isn't against the rules but you still think it shouldn't be allowed, you need to suggest modifications to the rules that would outlaw it.
When I browse the forums, I find rule-breaking is quite rare. The biggest problem is just low-value content. That is, people posting things that are uninteresting and don't add to the conversation. You can't fix that problem with moderators, since there is no way to design a rule that forbids people from posting things that are uninteresting since everyone has a different definition of what that is.
The real solution to this problem is a voting system, like reddit/slashdot/etc. The high value content gets upvoted and the low-value content gets hidden from view by default.
