..when two (or more) player picks the same spot NONE of them gets it. It remains neutral..
In this case there is no initial advantage of getting the best spots by being lucky.

You would need more than 6 picks on a 3 pick 1v1 game. In fact you would need to cover all territories. And what if both players have the same pick order on all available pick options? Then no one gets anything? :O

then tactic changes to pick more than 2x the amount of picks..

MoD: to pick all in same order: Statistically you have more chances to win jackpot in lottery!

well but often the 1st 3/4/4 picks can be the same...
