Done ever play against the guy. we were playing on EasternAsia (200+ territories) and this guy has clearly lost (my income: 250 armies). his income is 33 armies.

anyways, he keeps playing and is using diplomacy cards so i cant attack him and just goes across the board distributing his armies so i cant kill him off.

Its not against the rules, its just bad behaviour.

Also, I then tried to win the game by actually trying to take every country. Which obviously took a long time (placing 285 armies and doing all the attacking). Which he used to boot me the second we hit the boot timer....
