can I set in warlight game only AI?
is it possible to regulate the quantity of data the player armies in each region when creating a new game?

Can you start a game with only AI? Yes you can. Go to single player tab at the top of your screen.
For the second question I assume you mean can you change how many armies are in each territory to begin with. The answer is yes. Use the custom game button when creating a game and follow the instructions there.
