Solved:
I didn't notice the AI played a sanctions card.

The single player map Playing Favorites is showing the wrong reinforcement count on turn 5.

By my count I should be getting 13 reinforcements but it is giving me 5.
Nothing in the settings suggests territory no bonuses.
What gives?
