I checked if a two numbered armies could fit in the smallest territory and it is possible with some adaptations. (20x20 circles combining with the territories)
I've made several maps on a similar method using this kinds of maps. If anyone could tell me how to make a file with so many territories under 2 000 kb? If I already link the picture, simplify paths and avoid unneccesary tekst, I've already a maximum of 1 000 territories for 2 000 kb file size.

Just look at the biggest maps, you will see they have very simple territories. Therefore you would need to do is draw with the Bezier tool. Not to many points - nods.

No text, no pictures, no artwork. It will cost you to much space. Find the best way of splitting bonus borders. And you may have to go around each territory deleting any unnecessary lines, nods. Never attempted this before but it's my guess.

I already did this with my Benelux map, althought I still added some text and additional bizier tool nods/points.

No offence, but the border lines/territories in your Benulux map aren't very neat. Also it's only 999 territories, you are talking about a much larger map ?

This map isnt difficult to make but it will tire you after a few 100 territory's, and I think it isn't a fun map to play because it isn't special just thousands of territory's in kind of a round :P

I will make Vojvodina map. Thx for the link Ж! I guess that way detailed maps of Serbia appeared recently on Wiki but it can also find in http://www.geosrbija.rs/ with more detailed boundaries, rivers etc..
