A few things:
1) That is a game with AI (computers) these games are not ranked, and therefore it is not because he wants to make his profile look better.
2) There is no rule saying he cannot do that, if you want to, blacklist him on his profile, then he cannot join any more of your games again.
3) He might have left because he didn't realise he was going to be playing computers, and wanted to play real people, and then surrendered after this realisation.
4) He saw there were AIs, and joined and then surrendered knowing it wouldn't affect his stats and just annoy you.

if you blacklist him you ll also see him as blacklisted in games you join and you can remember you do not wish to play with him ;)
