no, actually that was changed in the last meeting by the non members that werent there, but allowed to vote into "members that are allowed to go, but are not present can vote if they prove they had no idea of a meeting taking place and the topic that is curently voted on, if they had been non members in the previous meeting"

That makes all the sense, and the structure of the clan is much more coherent after that change, i just wonder why it hadnt been like that before, or perhaps it was and i didnt knew, because the clan is perfect, and if it perfect such an improvement must have already been present. But that change which already existed has implemented the 3rd annex to the second subpoint of article 8, of the procedural decret concerning the 8th meeting of the year 3:
"non-members which are allowed to vote can only vote on matters which are not to be in effect"
It is obvious that the regulamentation on non-members establishes that non-members with more than 2 arms (or with less than 2 eyes) can only vote whenever other non-members cannot

But the change that had existed before the 3rd annex, was reinstated as predicted with the 4th voting in the 7th meeting of the year 2 "if due to a result of future votings non-members which are currently allowed to vote on matters that are to be in effect, will be shuned from voting on matters that are to be in effect, they can become full fledged members in subsequent meetings if they prove that A. they did not participate in any prior votings that had no effect and B. will not participate in votings of topics they have knowledge of. That only if appendix 1, non members have to be not present in the meeting, but the allowance to attend and appendix 2, non members have to have no knowledge of the appendix 3 are obeyed. Given that, the whole ninth meeting of year 3 and the quoted passage of the 8th meeting year 3 are obselete.
So currently all non members that prior had the allowance to vote on topics to be in effect are upgraded to full members if appendix 7 and 8 (as detailed in appendix 3) are respected which they naturally have to be oblivious of.
