Here's my selfish point of view: Suppose there is 2 pools: C1 and C2. C1 has XS, Turtles, Swirve, Incognito, and Ohms while C2 has Sninja, [BR] FUDEW, XCD, and REGL? (Other relegated B clan I think was REGL).
Anyways in C1 XS takes first with 160 points. Turtles 2nd with 143 and the others follow behind. And let group C2 have REGL take first with 139 points and [BR] FUDEW take 2nd with 136 points. XS and REGL would get promoted even though Turtles out scored the best clan in the other division.
This is all hypothetical, I'm not a part of the council, I wont argue it, I just think it could shaft a clan or two. Maybe you could allow for a wild card clan?

Turtle in the case that you just described, this would be a matter of playing a weaker or less balanced C division than the other C division. Hypothetically if your clan placed second in C1 and did score that many points while the other division's winner scored less, this just shows that the competition was more fierce in the other division. The case could be that either A) division C1 ended up with the 2 best teams and some of the least competitive teams, while C2 was just more balanced. Or B) C2 ended up with all the good teams, less the 2 good teams in C1, creating tougher competition in C2. There are many possibilities, yet it is foreseeable that with two C divisions your clan could score the 2nd highest, yet still be the 5th best team relatively between the two divisions (or you could be the 2nd best team, difficult to say).
Instead I'd suggest/come up with a way to balance the teams in both divisions. Somehow rank the teams (have division B teams vote or something to that effect) and then take the 1st team and throw them in division C1, throw 2nd and 3rd in C2, 4th and 5th into C1, etc. etc. That system would still have its flaws and it wouldn't be 100% accurate (who is the best clan is a rather subjective question), but it would still try to balance out the C divisions.

The rate at which swirve and ohms got booted last season, I'd be surprised to see them back, unless they've managed to get more active players.
If you do end up needing to go for C1/C2 though because they or others sign up, I'd suggest going for a "finals" series where C1-1 plays C2-2 and C2-1 plays C1-2 to find out who goes through. (possibly the final for top C team as well)

@Jefferspin, you have a fair point about having Lynx and Blitz assess group C, but there could be some bias in there though.
@Cheery Dog, that would be rather time consuming, but sounds like it might not even be an issue anyway unless more teams join.
