Can you save it for a later tech? Like if I earn enough to unlock Drafting can I then use it on the first Army Camp increase?

If not do you have to use all of them on the first Row? Like if I have 2 Start with Tech can I use it first on drafting, then the second on the first Army Camp increase? If you can I know investing enough AP into 8 Start with Tech is a lot, but you could start levels with the entire 8th column unlock. Having 50% increase on all caches to start with would be helpful along with the other 4 techs in that column.

You get the cheapest techs available.

The start with tech automatically unlocks the techs as soon as you start a level. You can‘t choose which techs are being unlocked. The unlocked techs start at the top of the tech tree.

The techs you unlock are predefined for each level. If you restart a level you will always get the same techs, however on different levels the unlocked techs can be a different.
