So how does it suppose to work? Like player A have 1 territory and player B have 49 territories, and then they have 25 territories each?
Or I have a stack of 30 units, and then suddenly it became neutral, or my opponent get it?
I don't see any way, that the winning side can benefit from it. This would be useful only for the one, who's loosing.

If you want random distribution, then use random distribution, and there you have it. Or better use random number generator and the one with the highest number is declared as a winner.
