It's just the number of templates unlocked, has no direct relation to votes.
Not a real ranking system, more wins = higher rank, but it can't go down with losses, etc.

I think QM ranks are for unlockables and come strictly from # of wins. Not 100% sure about the exact mechanics but I've noticed my rank always tracks with the # of templates I have unlocked. There's a slight discrepancy though (knyte is rank 23 with 21 templates unlocked) that I'm not sure about. But I know higher rank != greater rating/skill. I met a rank 40-something player whose QM rating was mid-600s.
