C>A because of leftovers placement near south africa, it wouldn't require as much deployment. D is also a possibility, it depends how you evaluate the probability of opponent striking argentina full power. Using 2 3vs2 attacks instead of 1 means that you lose (0.8-0.64)*3=0.48 troops on average, but you get possibly one more troop on Argentina border which in case of failing the bonus might come in handy. Since 0.48<1 and attacking Argentina full with possible ca support is a viable strategy D is not dominated by C, thus I chose E as the correct answer on this one and I stand by it. Also I really do not get why you don't understand why A is dominated by C, maybe you misread territory names...

I also think C is the only correct answer.
The picks are already poor imho, first turn bonus from a bad bonus (S.Afr) only works if you get it, otherwise it's just bad. So you have to maximize your chances of getting that.

Because you can see adjacent territories, it allows you to see what's happening in Argentina earlier. You could see if someone took Argentina from starting in Bolivia.
