Brussels is supposed to be right below its bonus box. But I don't know how to cut Belgium properly to give room for Brussels.

Anyone know how to do this? Thanks.

...without making the cut, sometimes Brussels is there, sometimes it is not.

Oh yeah, you already did that with Liege.

Sometimes the territory disappears? I don't think that's possible.

It does disappear. I didn't do anything with Liege. If I mess around with center points and uploading the SVG again, sometimes Brussels can be viewed in the map preview. But other times it isn't. At the moment it is present (in my browser)...Liege is always present.

Great directions:

Then select Path -> Difference. This will delete the smaller object and leave the outer one with a hole.

Since this deletes the inner object, you should consider making a duplicate of it, and perform the operation with the duplicate.

Whoever wrote these directions should be shot. The second line is to be done first and the first second...
