Imagine a FFA game where you had some lucky breaks and played a blinder. You are dominating the game early on and put yourself in the winning position. All but one of you opponents surrender but the one last player who clearly can't win refuses to surrender and prefers to play on. Now in a private message he asked for peace in the FFA but you turned it down becuase you are in the commanding position and you dont want to lose, so you press on. So the same person which who you rejected a peace deal with, now wants to wait until the very last second before committing. It's a slow drag as you take each territory off them turn by turn with them continously delaying until the very last second before they commit!
Well I didn't have to imagine a game like this. I had to play it and it's not the only time this has happened. Here is the example game:

So, would all players tempted into wasting other players' time please refrain from doing so?

It wastes your time aswell as the other players' time. It also makes you seem childish and vindictive. That time stalling could have been more wisely spent playing a game where you might actually win. (Yes, it is possible that you could win! Oh yes by jingo yes!!!!!) I will blacklist you!
