I used Inkscape to make my map, and when I resize it, I cannot select the outermost territories to center them correctly. I would appreciate some help in this matter.

Is this problem in Inkscape or in Warzone? If you resized your map after uploading to Warzone, all the center points are going to be way off and you'll have to recenter every territory in the select center points tool by clicking the spot in each territory where you want the center to be.

Are you saying that the territories are off screen?
