Not sure if it was just the way I played, but it took me quite a while to find mines that produce aluminum and the twine recipe in order to complete the techs. Haven't come across this issue in previous levels. The twine recipe in particular was one of the last territories I uncovered.

Has anyone else had a similar problem?
