My map size is as big as possible but I have small territories. Is there a way to resize my map to expand the size territories altogether?
Selukos said Select everything; you may have to group and later ungroup it, but I doubt it. Copy the width or height of the selection to your favourite calculator, multiply by 1.25, and paste the result back in Inkscape. Make sure to press the little lock button next to it first so the change will apply to both width and height accordingly. Then you can select each individual bonuslink and revert its dimensions back to what you're using now. After that you can continue making your map with 20px circles and it should be fine.

OK, so your outline is already at maximum dimensions, you don't want to remove territories, but you do want the territories to become bigger?
The only way I see how is to enlarge the continents, thereby making the oceans inbetween smaller. I doubt you'd miss a few inches of ocean. If you want to take it more to the extreme, you can also reshape the continents a bit: make northern Canada, Siberia, the Sahara, the Amazon etc. all relatively smaller than in real-life. It's a bit of a puzzle to keep the shapes looking realistic, but can be done.
