That is true turtle. Except in an election you only vote once :)

This is more like an election where you can vote as many times as you want, but just with a small delay (like going to the back of the line). Whoever has more time to spend on it gets their way mostly.

It is similar to all star fan ballots in the US. You can just keep voting, so the major media markets (like New York) end up with players in that don't deserve it.
