Do the attack/transfer only orders that don't get executed still "use" armies so they cannot be given another order later?

I'm asking because I just played a turn in which I issued two orders from the same territory: first Attack Only with 100% armies to one territory, then Transfer Only with 100% armies to another territory. First order wasn't executed because at that time the target territory was mine, but the second order was targeted at my territory and should have been executed, but it wasn't. Both show up in history as "0 armies transferred to (y/z) from x / Order could not be executed".

Note, this is not a multi-attack game.
