Don't we still need a tournament for all of the 3rd place Group D players for promotion?

With a few drop-outs this season, I don't think it's necessary. I'm promoting anyone from Group D who has won at least half their games. There are basically no relegations either, other than Group A, and of course those players with too many boot-losses.
